Disability Discrimination Act (DDA):1995

This Act introduced measures aimed at ending discrimination against those with special needs. The act is split into 3 sections;

Part I Deals with the definition of disability.
Part II Covers duties to avoid discrimination in employment.
Part III Is concerned with the access to goods and services and is divided into three separate areas:

Dec 1996 - Treating a disabled person less favourably because they are disabled is unlawful.
Oct 1999 - Service providers have had to consider making reasonable adjustments to the way they deliver their services so that those with a disability can use them.
Oct 2004 - Service providers have to consider making permanent physical adjustments to their premises.

It gives disabled people rights in the areas of:

Employment.
Education.
Access to goods, facilities and services.
Buying or renting land or property.

Disability Discrimination Act (DDA):2005

New obligations introduced in the 2005 revision of the act include:

Ensuring that discrimination law covers all the activities of the public sector.
Requiring public bodies to promote equality of opportunity for disabled people.
Making it easier for disabled people to rent property and for tenants to make disability-related adaptations.
Making sure that private clubs with 25 or more members cannot keep disabled people out, just because they have a disability.
Extending protection to cover people who have HIV, cancer and multiple sclerosis from the moment they are diagnosed.

Some of these obligations became effective in 2005 yet all were effective by December 2006.

History of handles

The history of door handle is as old as the history of door. The very first thing that is required to open or close a door is the handle. Can any one imagine a door without handles? The earliest records of door are seen in the paintings of the Egyptian tombs, in which they are shown as single or double doors, all made in a single piece of wood. The most ancient doors were made of timber which were made for King Solomon's temple. They were carved and overlaid with gold. There were doors dwelt upon in Homer that appeared to have been cased in silver or brass. Other types of wood like elm, cedar, oak and cypress were also used to make doors. Though, initially, handles were not seen in these doors, they were opened or closes by a sharp force. In some doors, a little carving was there at the handle portion. Slowly, the need to use proper handles rose. Door handles passed many phases of evolution.
Initially they were made of wood and mostly in the shape of a ring or circle. Besides wood, various metals came to be in use. The door handles found in Egyptian, Babylonian and Assyrian civilization were crude in design and technology. By the end of the 19th century, there were major developments in door handles. The shapes and sizes changed. Door handles of various eras are today considered fashionable like the Georgian door handle, the Victorian door handle or the Antique door handle. With time, style and functionality changed. In modern times, door handles have attained the perfection both in design and quality.

Are you REALLY insured?

The UK housing market has been focused on BS3621 for locking of final exit doors because UK insurance companies more often than not specify this standard. In fact insurance companies often make the fitting of 'BS3621 locks' on final exit doors a condition of cover and they can refuse to pay out after a burglary if after the event they find that they weren't fitted.

The publication and implementation of the European CEN standards has resulted in a new version of BS3621 being introduced.

The old standard BS3621: 1998 was in conflict with the new European Standard EN 12209 and has been replaced by BS3621: 2004.

The main difference is that the new standard requires that the bolt extends to 20mm or more whereas the 1998 standard only required a 14mm bolt throw.

From December 2005 manufacturers have to comply with the new standard but suppliers can continue to sell BS3621: 1998 after December 2005 to use up existing stocks.

Insurance companies will continue to recognise all BS3621 versions, they will not expect householders to upgrade. At the moment it's difficult to estimate when the insurance companies will update their security recommendations - many only state 'BS3621' as the locks that must be fitted to the exit door.

A new standard has been introduced for situations where there is a requirement for means of escape (from fire) from the inside without the use of a key while maintaining security from the outside. BS 8621:2004 Thief resistant lock assemblies - Keyless egress.

However some door situations or door materials and design may make these locks unsuitable as they may be vulnerable to attack. At the time of writing this article we don't know if insurance companies will accept locks to BS8621

Wolverhampton's proud lock history

In 1865 we have, thanks to J. C. Tildesley, a slice in time picture of the local industry.
Tildesely’s main classification of the lock trade is into the trade of Wolverhampton and that of Willenhall. Clearly they are both important trades in their own areas but he does not suggest that the scale of manufacturer is noticeably greater in one town than in the other. But he does see some clear distinctions between them. The first is that in Wolverhampton the locks are based on tumblers and levers and in Willenhall and elsewhere they are based on wards. Secondly the locks produced in Willenhall are "of inferior quality". Thirdly the lock trade in Willenhall is divided amongst "many masters, the majority of whom employ only some six or eight men or boys". This has resulted in considerable competition, exploited by purchasers to drive prices down, so that "excellence of workmanship has given way to rapidity of production". The implication is that Wolverhampton’s lock industry is based on much larger firms, though the only one which gets a mention is Messrs. Chubb and Son.
Brewood, Coven and Pendeford also get mention as making the ironwork for fine plate locks, which are completed in Wolverhampton. Short Heath and New Invention make cabinet locks "but the articles produced are much inferior to Wolverhampton make". The lock trade in Walsall "has much extended in recent years" and Wednesfield is noted as making some locks as well as keys, but in both places "the lock trade is only a supplementary brand of industry".
At this time, Tildesely records, the principal overseas markets are Australia and New Zealand. India is a large market for padlocks. And the Continent provides a market for brass and ornamental padlocks. The United States used to provide a considerable market, more than half the locks made in the district being sent there. But now their home industry was expanding and trade to the US was declining. But "the development of new empires, and the opening up of fresh fields of commerce in our colonies, augur well for this department of local industry".
There was foreign competition, mainly from America, France and Germany. The Americans use very fine casting sand which does away with the need for any filing of the castings, which enables locks to be made ten times faster. But their locks "are unenduring and insecure" and are little threat outside the USA. Continental locks are no better. Although they are elaborately decorated, they lack "the strength and practical usefulness" of English locks.
Even though Tildesley thinks it will take some time "before the French consumers will abandon their own flimsy decorative articles in favour of plain practical English locks" the example of these fancy foreigners does give Tildesley some cause for concern: "neither …have locks and keys made in this district kept pace with the demand for decorative art workmanship, which is the natural result of the refining influence of an increasing civilisation, and the spread of education amongst the people". And "it cannot be denied … that Mr. Ruskin’s theory, on the union of art and handicraft, might he studied with advantage by the locksmiths of this district, to whose productions might be given increased symmetry and beauty, without in any way destroying their more practical qualities."
He also says that "perhaps no extensive branch of local industry has taken less advantage of the recent progress of mechanical science than the lock trade. In most cases, they are constructed now in precisely the same manner as they were twenty years ago. To the fact of the trade being so much in the hands of small capitalists, must be mainly attributed the lack of that enterprise and progression which have characterised other departments of local industry".
The lives of those working in the industry also has his attention, where he finds that things have "much improved of late years, but there is still room for amendment". Working hours were from 6 a.m. to 7 p.m. in winter and from 7 a.m. to 8 p.m. in summer "but in too many instances those hours are exceeded". Only 10% of the workforce is women but the widespread employment of boys under the workhouse apprenticeship system causes concern, though there is less of it than there used to be and the boys are better treated.
Generally the blacksmiths work much better than they used to, even though they still drink the health of St. Monday – that is, they do not work on Monday, turning Sunday and Monday into a week end break. But they have taken advantage of the facilities for self-improvement offered to them and "in one lock factory, which may be taken as a fair example of the others in the district, 70 per cent. of the artisans are members of Friendly Societies, 50 per cent. can read and write, 15 per pent. are members of a Mechanics’ Institute, 10 per cent. have accounts with the Post Office Savings Bank, and 5 per cent. are the owners of the freehold cottages in which they reside."
Tildesely, who is not averse to including local folklore in his account, does not mention one still-remembered feature of Willenhall lock workers. They were said to spend so much of their lives hunched over a bench that they developed a permanent distortion of the spine. So many men were so afflicted that Willenhall was known as "Humpshire" and, it is even said that the pub benches had hollows in their backs to accommodate the humps. But no evidence of this curious furniture has ever been found.
Many years later, another Tildesley, Norman W. Tildesley, adds a few details (in his History of Willenhall, Willenhall UDC, 1951, published "to commemorate the Festival of Britain") adds a few details, apparently from the same period. "The locksmiths were assisted by their wives and members of their families, together with one or two apprentices. Children in those days were set to work at the tender age of nine or ten years. They were first taught how to file and humped backs and twisted shoulders were the result of this early training. A considerable number of these children were placed as apprentices by the parochial officers. The lot of the parish apprentices was indeed a grievous one. Many of these lads came from the Tamworth Workhouse and at ten and eleven were apprenticed to the lockmakers to spend the next ten years as members of their households. Many of the masters were harsh and unscrupulous and looked upon these unfortunate children as a form of cheap labour which they could exploit to the full. The small cramped workshops, hard work, long hours and poor food wrought havoc with their frail bodies and the death rate amongst them was high, many of them perishing from consumption and other kindred complaints". Bad though this may be, it is worth remembering that the locksmith’s own children may have fared no better and the apprentices became part of a whole household that was barely scraping a living.

The CL0460 range are narrow stile mechanical Codelocks for Aluminium doors. The locks are medium duty and ideal for new or retrofit applications.

IMPORTANT NOTE: Designed to be retrofitted to Adams Rite 4510 lockcase or similar style ANSI round cylinder mortice deadlatches (NOT SUPPLIED).

The CL500 Locks are a heavy duty range with full size lever handles, allowing use as the primary lock on most doors, particularly in high traffic situations.

The CL500 lock range has varying functions available. The locks allow for various ways of managing entry by code, by key and by Code Free operation of the lever handle on the CL505, CL515 and CL525 models. Throwing the deadbolt of the CL520 and CL525 lock models will lock out the code users when appropriate. A safety feature ensures that the inside lever handle will retract the deadbolt so avoiding accidentally locking a person in the room.The key can be used to retract the latchbolt and so may be issued for cleaning and security staff use.

The CL400 is a medium duty range of locks with full size lever handles, allowing use as the primary lock on most doors where a knob-operated lock would be unsuitable.

The CL400 range of locks has varying functions available. These locks allow for various ways of managing entry by code, by key and by Code Free entry operation of the lever handle on the CL405, CL415 and CL425 models.

Throwing the deadbolt on the CL420 and CL425 models will lock out the code users when appropriate. A safety feature ensures that the inside lever handle will retract the deadbolt and latchbolt so avoiding accidentally locking a person in the room. The key can be used to retract the latchbolt and so may be issued for cleaning and security staff.
The CL100 is a light duty range of locks with a bevelled hexagonal handle. The CL100 range of locks is suitable for internal low traffic door and can also be used on sheds and low level access doors.
The CL100 range allows various ways to manage entry by code, by key or by hold open operation. The key can be used to retract the latchbolt without the need for the code. On request multiple locks can be supplied coded or keyed alike. Back to Back versions (code pad on both sides of the door) which require a code to be entered to go into or leave a room are also available.

Master Key Suiting

I have spent many years trying to find the best manufacturer and brand of cylinders to ensure both top quality and an exceptionally low price.

The cylinders I provide are available in Satin Chrome, polished Chrome and Polished Brass finish to suit all furniture finishes and are also available in Euro, oval and Scandinavian profiles.

Standard suited cylinders (under straight forward master key) are available within 2-3 days, more complicated suites are available within 7-10 days.

The important choice to make is the level of security... this also is reflected in cost. The standard 5 pin unrestricted is the most popular and cheapest version, but this is supplied to a standard key blank and does mean you have no control over the keys within a building as people can get copies at various high street outlets.

So do you go for a restricted suite? this offers you the ability to have key blanks and get extra keys cut yourself but people cannot get them cut unless you or we give them a blank (blanks are only available upon request from the suite owner) or of course we can supply them to you precut.

The final choice is the registered suite (these suites are usual used in Healthcare buildings prisons etc) this type of suite is the top level of security, in essence there is no release of the suite to the customer all key requirements are dealt with in the factory and there is no possibility of keys being cut elsewhere, also no key blanks are ever released to the client. This give the client the only sure way of key control but obviously this comes at a price.

I have to say most customers opt for the standard level of security and to be honest fair pretty well on it.

The choice however is always yours.

Brassware... How do you know if it's good quality?

There are many suppliers, who profess to having "quality brassware" but in fact supply the cheap Indian imported furniture. The problem with this is that the goods they tend to but is of an inferior quality and thus comes in at an exceptionally cheap price.

How to avoid the rubbish.....

1) The best way to avoid rubbish is to buy British! The downside of this is that you will have to pay more for the quality.

2) If not British than insist on Italian or Portuguese, which is really very good and not as expensive as the British.

The other thing you can do is a visible test, look at the back of the back plate (the unfinished side) if the furniture is of a poor quality the colour is very yellow/light gold this is because of the high content of the cheaper Zinc material that is added to the brass before manufacture. The better quality lever furniture is a dark/burnt gold colour due to the higher content of Brass.

I have to say I have sold all three types of lever furniture, strangely the better quality British brassware is mainly sold overseas as they tend to worry more about quality than price, The European ranges are the main day to day lever furniture for the better quality housing contracts and the cheaper ranges unfortunately are mainly used on budget housing or large estates build by the major house builders.

So know what you want before you buy, make sure you find out where the goods were manufactured so you know what your getting.

How to remove a digital lock

Mechanical digital locks are often specified as the cheapest way to secure a door yet give access to authorised personnel without need for a key.

Unfortunately these are often under specified and as a result break down from overuse.

Also you often find these left in buildings with no idea of codes.

Well the simplest way to remove these is as follows.

1) firstly remove the rubber backing plate with a stanley knife

2) use a hacksaw blade, pressed flat against the door to cut through the top and bottom male and female fixing bolts. This will now allow you to take the unit from the door.

3) put a screwdriver into the flat bar follower in the latch morticed into the door and turn, this will then open the door and allow you to replace the lock.

UPVC Doors and Cylinders...

Whilst the UPVC window and door manufacturers/suppliers will push the fact that their locks are five-six-seven point locks offering you extra security, there is those of us in the lock trade that will argue that point.

Whilst yes the door itself is sturdy and the espagnolette bolt in the door DOES help with keeping the door secure there is a gaping hole in their security and that is their cylinders, firstly they tend to use cheap inferior cylinders bought in mass to keep their costs down. So to anyone who has knowledge of cylinders will have your door open in seconds.

The other problems with the cylinders are that they rarely fit flush into the handles and protrudes

slightly and this allows the cylinder to be snapped and again anyone with knowledge will be through the door in seconds.

It doesn't matter how strong the door or lock pertains to be the cylinder is the weak link. I can guarantee if you have a UPVC door I will be able to unlock it.

So what do you do? Well you have two options (1) change the cylinder for a high security cylinder which will stop the lock being picked an (2) change the door furniture to a high security furniture which has a raised keyhole section to protect the cylinder from being tampered with. I would suggest you do both which will definitely secure your building.

Why Stainless Steel?

I'm often asked what is the most popular style of door furniture supplied today. The answer is 19mm Satinless Steel Lever furniture.

It became increasingly popular over the last five years as before this time Stainless steel products were only available on the main from UK manufacturers (there were some suppliers importing some from India and china but the quality was very poor) Therefore Aluminium was the more sensible and economical finish to specify.

Fortunately (or unfortunately as some of our UK manufacturers found to their peril) the Indian and Chinese manufacturers we constantly improving their product until it was matching the UK versions on strength and performance and of course offering a massive saving on their UK competition.

SO that's when it began. The best example I have to show how Stainless steel prices have changed dramatically is 15 years ago I was selling 100x76mm Stainless Steel hinges at £12.50 a pair and this was a GOOD price and now I'm selling them at £2.40 a pair.

So why is it always specified? The simple answer to that is.. it isn't!! In fact a large number of architects and clients try to do something different maybe still in Stainless Steel but a new exciting design not just the standard return to door. Unfortunately however between the time of specification and completion you find that savings have to be made and for some reason the Ironmongery is the first stop (unusual as its probably the least value on a contract) so we are asked to offer alternatives to save money and eventually we end up back at the standard 19mm Levers on rose.

The DDA regulations has a little to do with it now a days as this is the standard specification to meet the requirements, but we can still meet the needs of DDA with alternative handles.

I think clients and architects need to stick to their guns on the specification, after all the handles are as important as the doors, floors and lighting.
